BUDGET AND FINANCE ANALYST

(Administrative Manager I)

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

This position is scheduled to receive salary range increases on the following dates:

Effective July 1, 2022 - 3.0% increase

Mandatory Employee Retirement Contributions will decrease on the following dates:

Effective July 1, 2022 - 0.5% decrease

This recruitment is being held to establish an Open Eligible list to fill current and future Finance and Budget Analyst (Administrative Manager I) positions within the county. The current vacancies are within OC Public Works, Health Care Agency, and Child Support Services. This recruitment may also be used to fill positions in similar and/or lower level classifications.

CHILD SUPPORT SERVICES

Orange County Child Support Services (CSS) is an award-winning, forward-thinking agency of approximately 350 professionals, dedicated to facilitating the financial support of children by engaging parents and providing professional child support services as a trusted partner of parents in securing financial stability for Orange County's children.

The core mission is assisting parents in establishing paternity, establishing financial and medical child support orders, and facilitating the payment of that support through various means, including court action. Under the direction of the Department Director, CSS delivers human services to the community based on a balanced approach emphasizing Customers, Staff, Business Efficiencies, and Performance. CSS also works in close partnership with the Orange County Superior Court, California Department of Child Support Services, and other local child support agencies throughout California.

THE OPPORTUNITY

The Budget and Finance Analyst will have a strong background in financial analysis, financial planning and effective communication skills. This position will be responsible for the following:

  • Analysis of various financial reports, legislation, projects, and/or special assignments and provision of effective recommendations
  • Budget preparation and development both general and non-general funds
  • Compile data from numerous sources to prepare various reports and financial analysis
  • Completion of special projects as assigned
  • Developing productive working relationships with program, administration, county and local, state and federal partners.
  • Ensure that Federal, State, County, and agency policies and financial reporting are followed
  • Expenditure and revenue monitoring and projecting
  • May be responsible for supervising staff
  • Monitoring of positions and staffing related needs
  • Review and providing of financial data for Agenda Staff Reports (ASR)
  • Review and/or preparation of grant and allocation budgets, claims, invoice payments, fee studies, and/or cost reports
  • Work collaboratively with key management and staff in developing/monitoring budget(s) to meet organizational business goals
  • Working with program staff to maximize revenues, maintain expenses within budget and provide financial guidance as needed

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES

The ideal candidate will be a seasoned Budget and Finance professional with a minimum of four (4) years of experience in budgeting, financial analysis, fiscal accountability, accounting or a related field. A Bachelor's degree or higher from an accredited college or university in Business Administration, Financial Planning, Accounting, Finance, or a related area of study may substitute two (2) years of the required experience.
In addition, the ideal candidate will possess knowledge and experience in the following core competencies:

Technical Experience | Technical Knowledge

  • Applying long range financial planning techniques as well as preparing and manipulating complex data spreadsheets

  • Conducting research, compiling data, and preparing complex financial analysis
  • Developing and monitoring costs and expenses to assist in budget preparation and compliance with annual budget
  • Preparing and maintaining the Annual Budget, Mid-Year Budget Report and Strategic Financial Plan
  • Understanding of financial forecasting and projection techniques based on financial planning perspectives
  • Working knowledge of and familiarity with the County's budgeting and financial reporting systems

Problem Solving | Analytical Skills

  • Achieving expected quality and quantity of results, and appropriate focus on outcomes
  • Demonstrating sound judgment and awareness of decision made at a managerial level and those from an Executive level
  • Developing creative and innovative alternate solutions for management's consideration

RECRUITMENT PROCESS

Human Resource Services (HRS) will screen all applications and supplemental responses for the minimum qualifications. Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.

Based on the Department's needs, the selection procedures listed above may be modified.
