The California State University, Office of the Chancellor, is seeking a Project Manager (Finance) to manage and oversee the CFS/Finance (FIN) application planning, design, implementation, upgrade, consolidation, and support of the CSU's PeopleSoft system project. The Project Manager will lead and manage various aspects of large and complex multi-million dollar projects such as the CHRS Completion Project, Campus Solutions 9.2 upgrade, and PeopleTools upgrades. This position will manage the production support of the PeopleSoft application system after implementation and upgrades as needed to stay within the Oracle support window. This responsibility includes managing the integration of approved other third-party software and/or internal systems.
Under the general direction of the Director, Application Development, the Project Manager (Finance) will:
-Lead and manage various aspects of large and complex multi-million dollar projects such as CHRS Consolidation, Procure to Pay, Maintenance Pack updates, and PeopleTools upgrades. This position will manage the production support of the PeopleSoft application system after implementation and upgrades as needed to stay within the Oracle support window. This responsibility includes managing the integration of approved other third-party software and/or internal systems.
-Oversee all facets of the application technical and functional planning, aspects of implementation, and upgrade efforts for the support of 23 campuses and/or the CO for the PeopleSoft HR, CS, and FIN systems, including directing and providing day to day oversight of functional and technical staff to develop system requirements; managing technical analysis and technical specification preparation; managing fit/gap analysis and specification preparation; development; testing; preparing time and cost estimates for proposed customizations, upgrades, and other project activity; work with technical and functional leads to produce deliverables and ensure quality and expectations for standards are met.
The Project Manager will also undertake special projects or other functional or technical duties as directed.
This position requires:
-A Bachelor's degree in information technology or related field or equivalent combination of education and related experience is required.
-Course work in project management or administration is required, and a graduate degree is preferred. Knowledge of CSU Business Practices is strongly preferred. Additional training in management and technical areas is a plus.
-The Project Manager must have: a minimum of 10+ years of experience in systems development and project management, including significant experience with systems analysis, programming, and/or database management; comprehensive knowledge of project control techniques, including milestone and critical path scheduling, and; PeopleSoft application experience using PeopleTools, PeopleCode, SQR, and Process Scheduler and; PeopleSoft Human Resources, Campus Solutions, and Finance experience.
-The Project Manager must also possess excellent written and verbal communication skills, strong leadership skills; commitment-to-task. The Project Manager must be a self-starter, with strong decision-making skills and ability to work under pressure, the ability to translate needs analysis data into formal designs, and strong organizational, supervisory, and interpersonal skills needed to work effectively with a wide variety of internal and external resources. Some travel is required.
-Advanced skills in the use of information technology are highly desirable.
-Minimum 5 years of technical and/or functional experience supporting the PeopleSoft HCM application, preferably Finance version 9.2 or higher and PeopleTools version 8.57 or higher.
-Excellent application implementation lifecycle skills, including experience with translating business requirements into technical designs, contributing to fit/gap analysis, application configurations, and technical specifications.
-Creative problem solving / strategic thinking skills to improve processes and solve complex problems.
-Strong understanding of best practice coding techniques and testing skills.
-Excellent analytical skills, debugging techniques, and root cause analysis skills.
-Excellent written and advanced verbal communication skills (including exceptional listening, mentoring, and collaboration abilities).
-Ability to handle multiple tasks, prioritize, take the initiative, and work well under pressure.
-Must be flexible and able to work independently or in a team environment.
-Desire and willingness to learn and implement new technology.
